Federal prosecutors will review the case and make a charging decision, police said.
Summers was shot at about 4 p.m. Monday while she delivered mail on the city’s east side, police said.
She died at a hospital.
The U.S. Postal Inspection Service offered a reward of up to $50,000 Tuesday for information leading to the arrest and conviction of the person who shot and killed Summers.
A motive for the shooting has not been released.
It wasn’t clear whether Cushingberry has an attorney who might comment on his behalf.
