Balance budget could be added to Indiana's constitution

Indiana voters will decide if the state constitution should be amended to require legislatures to pass a balanced budget.

FORT WAYNE, Ind. (WFFT) - Indiana voters will decide if the state constitution should be amended to require legislatures to pass a balanced budget.

Public Issue 1 asks "Shall Article 10, Section 5 of the Constitution of the State of Indiana be amended to require the General Assembly to adopt balanced budgets for state government that do not exceed estimated revenues unless a super majority of two-thirds of the members of the House of Representatives and two-thirds of the members of the Senate vote to suspend the requirement?"

People in Fort Wayne like the idea of the amendment.

"I don't mind it all. Even with the increased taxes. I don't think that's a bad idea," said Benjamin Knox.

"I guess it could help us in the long run, but right now for it to be on the table, I don't know if there is something we need to speak about right now," said Kenesha Williams.

There are a lot of rumors on social media about the amendment claiming it could effect retirement plans for public employees such as teachers and firefighters. However that is not the case.

"The General assembly has to fund, fully fund pensions first protecting our teachers our policeman our firefighters," said former state senator Brandt Hershman, who wrote the bill with then Governor Mike Pence.

If the amendment passes, any deficit will be come from the next two-year budget plan and forcing legislators to get creative.

"Consolidate and maybe conserve in other areas where they are over spending because everything isn't a necessity," said Williams.
